Ummmm.... this is just a "YES!" Adorable as an oversized top, adorable as a dress- any way you want to wear it you just can't go wrong.
If you want to wear it as BOTH a dress and a coverup, I would stay true to size. That way it won't be too short as a dress.
If you don't mind a shorter dress, size down. It is a bit oversized.
